That whereas I could look forward to no promotion in the P.V.D., Executive Engineers could look forward to promotion as Assistant Directoms and Directors, not only in Hong Kong but elsewhere. During my own time in the department four officers have received appointments as Directors of Public Works, viz:- Yesers F.A. Cooper to Ceylon, J. R. Crook to Gibraltar, P.F.H. Jones to the Gold Coast and W. Chatham to Hong Kong.

The growth of the department with its accompany in g responsibility has largely to be bome by the head of the department, and to a certain limited extent by the

two Assistant Directors. It does not affect individual

Executive Engineers, and in this respect their position differs from my own as the work of the three Branches

under my supervision increases with the growth of the

department and calls for increased work and supervision

by myself.

I also submitted:- "Although I am not aware that I may "reasonably advance as part of my application the fact of

"the increasing claims which I am called on to meet

through the cost of living here as a married man, whilst

"I am at the same time maintaining and educating my child-

"ren in England, still the fact remins that an improve-

"ment in my income would be rost welcome for that reason,

*having regard both to the present, and to the future,

"when I come to rely on my pension.*

(1) That "my own is the only position which has been al-

*lowed to remain unimproved and that for a period of

"over eleven (that was in 1911) years.*
